extension would call paperwork problems for small bases. senate democrats have now appointed conferees to the committee that will workout differences with the house republicans on a longer term, a one-year payroll tax extension and a long term extension of unemployment benefit. the keystone pipeline is wrapped up in this. they had won a victory earlier in the debate to demand that the president make a decision, yes or no on the keystone pipeline that would run from canada down to texas within 60 days of signing this into law. that will now be in this deal as well. nonetheless as you hear from steny hoyer the white house wants to focus and say this is a victory for the american people. they see this as a political victory. they said this is the case where you had the senate republican lead dear mitch ma'am colonel

working on a compromise and it was house republicans like john boehner who in the estimation of the white house was out on a limb. they want to take the case to voters in 2012, while washington may be broke inch and dysfunctional, and the president is no longer the change agent as seen at the time of his election. they want to say that he was reaching across the aisle working with the republicans, in the senate even if house republicans didn't want to work with him. the president was supposed to speak at 12:15 eastern. as you can tell behind me he's still not here. we had heard that house speaker john boehner had actually signed this bill, was heading over to senate majority harry reid. they have to go through some more process. perhaps, i stress perhaps they are waiting for the bill to arrive so the president can sign it before heading to hawaii. >> reporter: we will take the president live as soon as he appears there at that podium, don't war brie that. the extension of the payroll tax

baggage, been inconsistent on issues, have personal issues that make it difficult. again, one of the reasons we feel very strongly that we are the best alternative, we've got that strong consistent record. we've got a bold plan for $5 trillion in deficit reduction and cuts in the next five years. we have a bold tax plan that includes eliminating the corporate tax for manufacturers to get blue collar and small-town jobs back to mesh. we feel that that message, and the strong consistent message that i've had in 16 years in public live in leading and winning debates here in washington, you know, shaking up the place. we have been a force for change here in washington d.c., and that is now being paid attention to in iowa and i think it will be paid attention to as this campaign goes along. rick: last question, sir. obviously in order to win the nomination you have to win these caucuses and primaries. if you're going to win a general election, you've got to win over independent voters.

do you consider yourself within the mainstream that your views would be appealing to independent voters out there, some of whom might not agree with some of your more socially conservative viewpoints. how do you win those independent voters out there? >> just look at my record. i won pennsylvania. pennsylvania hasn't elected a republican for president since 1988, and i won two elections, one beating a democratic incumbent that was in 94 when only two people defeated democratic incumbents. and in 2000 george bush lost the state to al gore. and i won six. they know i'm out here telling the truth. i'm not going to change who i am. i'm not going to say one thing and do something else. there is an authenticity where they say, you know what i don't necessarily agree with him, but he's going to look hard at the

situation, and make the right decision. and i trust that he's going to do what is right and not for some other agenda. he's not playing games. he's going to do what is in his heart. i think that wins a lot of independent voters and a lot of conservative democrats who voted for us in pennsylvania, and i think they will in iowa, michigan and a lot of other states. rick: thanks so much for your time today. our best wishes to you and your family for a very merry christmas. >> merry christmas to everybody out there. god bless. >> reporter: michelle bachmann hitting the campaign trail in iowa today. the presidential candidate meeting with supporters all across the state. a campaign stop yesterday is getting a whole lot of attention today. that's because hecklers interrupted bachmann at an event at the hamburg inn, a popular stop for all the candidates. take a listen to what happened. association and he joins us live. >> thank for having me. happy holidays. >> reporter: you were listening intently to the back and forth going on for weeks especially yesterday. give me your immediate response to this payroll tax extension and what it means to franchise business owners specifically. >> clearly the extension is a positive development that creates certainty for small business owners and consumers. clearly if consumers have more discretionary income then it will help franchise businesses, as well as businesses in general. but it's a band-aid approach and what small business owners really need is long term comprehensive tax reform, lower rates at both the corporate and individual levels. >> reporter: we are talking about 750,000 franchises. it's a 44 440 bon kwropb dollars industry employing 8 million people. affecting families firsthand. >> absolutely, when we are still struggling through a bad climate
10:18 am
this is critical. we finished our 2012 forecast which was presented dated on the payroll tax holiday being extended and that forecast calls for 2.1% growth in terms of jobs, 168,000 new jobs in 2012. 14,000 new establishments. so clearly we are not at pre recession levels but it's a step in the right direction, and so having the payroll tax holiday extended was a key component of that. so we're grateful for it, but at end of the day what small business owners really need is that long term tax certainty that is going to give them the ability and the confidence, quite frankly, to make their hiring plans and create jobs, which is what we do in franchising. 64% of all new net jobs come from the small business community. >> reporter: there was a survey that was done recently and it said that some 80% of franchise owners, they view the healthcare

reform law as a negative. that is also affecting your industry. >> absolutely. it really disinch seven ta vices the multieuners and owners to getting to that 50 full time employee mark, because they'll have to either pay for the full boat on the health shaourpbs or pay the $2,000 penalty. it's a critical component. and we are still working through a tough regulatory environment. credit access remains the number one issue in our industry, alongside comprehensive tax reform and healthcare. you put these things together in this economy, a public policy environment and it's really not a prescription for strong business health moving forward. >> reporter: thank you so much. we appreciate you joining us, steven caldara. once again we are waiting for the president to speak. steven, i know that you will be listen as well. as soon as he appears there at that podium we will take it for you live. thank you very much, steven.

vital unemployment insurance will continue for millions of americans who are looking for work. and when congress returns, i urge them to keep working without drama, without delay to reach an agreement that extends this tax cut, as well as unemployment insurance through all of 2012. last week i said that this should be a formality, and that is still the case. so let's make sure that we extend this tax break and unemployment insurance for a full year, for our families, but also for our economy. it's the right thing to do because more money spent by more persons means more businesses hiring more workers, and that is a boost for everybody, and it's a boost that we very much need right now. finally, i want to take a moment to thank my fellow americans sore bringing theifor bringing their voices to this debate. i met with several here at the white house yesterday. i really think it takes courage to believe that your voice can

given the economic environment we're in, that will be the challenge the democrats confront. heather: 25 of 28 states, democrats seeing a drop in numbers. republicans in 21 states seeing a drop, but independents picking up numbers in 18 states. so give me, as our democratic strategist i should clarify, dee dee was going to be our republican. >> i think the silver lining is democrats have an advantage in terms of registration. to reiterate that that will be an advantage for democrats. they have to capitalize on that registration advantage. i do think, though, that republicans have to be very careful, although they have not lost as many voters as democrats have, they are definitely not lighting the world on fire these days. if you look at the house republicans, the house gop they did themselves a major disservice with this debacle over the payroll tax cut, where
11:36 am
basically in the past republic republicans haven't met a tax cut that they didn't like, annette speaker boehner was looking for every excuse until he was backed into a corner not to pass a payroll tax cut that affected 160 million americans at a time when people can certainly use some of their money back. it's issues like that and that kind of devisiveness that is turning a lot of people off. heather: guess who is here to join us with the other side, just in time. dee dee binky as promised. respond to that and give me the republican silver lining in all of this. >> well i will tell you that people right now are just so unhappy with washington. and it's so nice that we are going into christmas, the holiday season, so perhaps we can take a look at what we really need to be thinking about, and that is working together, trying to have good policy, good politics for our country, and unfortunately we've had a rough time in washington. you know the parties need to be very, very careful about how to proceed and how we proceed, actually in 2012, because right

11:38 am
know we have to beat barack obama. he's been a terrible president. certainly not the fourth best, i would say probably the worst. we have to make absolutely sure we win in november, and mitt romney is the key there. we can't have someone who only appeals to the right. >> i think peuz i president obama is going to have to work very hard to gain support because of the political process. what the president needs to do and continue to do more aggressively is to call the republicans out, call them out when they try to obstruct things. i think the whole payroll tax cut debacle has basically shown what i've said for a longtime that republicans have been trying at every turn to stop the president from moving his economic policies forward. what they have done has been devisive because the president -- the big key for president in 2008 was people felt he could unite the country. what republicans have consistently tried to do was try to paint him as someone who is devisive because it's in their
